Missing location data

During a rollout of an improved location service, we identified that some sessions were no longer being personalized on location-based criteria.

The new service provides partial information on some scenarios where previously we had no data, such partial information caused a minor disruption in our event system for applications that expected only the full data or no data at all.
We updated the affected applications, and the sessions are being personalized correctly.
